0507f8aa80 [MRM-1025] remove database cleanup consumers and centralise functionality in RepositoryListener 
Note: this commit requires that a following work item be completed to add a service for scanning metadata and cleaning up if a file is erased. Workflow will be documented first.

-added statistics report in reports UI
-added statistics report generator with tests

-queue scanning of repositories during startup
-scan only the repositories which haven't been scanned previously by checking the scan statistics

additional changes made to patch:
-applied codestyle formatting
-cleared the queuedRepos list when task scheduler is stopped
