- Fix (LANG-624) SystemUtils.getJavaVersionAsFloat throws StringIndexOutOfBoundsException on Android runtime/Dalvik VM

- Refactor for unit testing.
- Remove odd test code which is copy and pasted from SystemUtils, which therefore does not test anything.
