MATH-738: New implementation of Beta.logBeta(double, double), based on the NSWC

library of mathematical functions.
  - increased accuracy
  - deprecation of Beta.logBeta(double, double, double, int) as the new
    implementation is no longer iterative.
  - some private methods are tested through reflection.
