Update to Parquet 1.8.2 (#4210) 

Hi guys,

Since Spark 2.x uses Parquet 1.8.2, we would like to update Druid's parquet library from 1.8.1 to 1.8.2 as well. It includes a lot of patches, performance improvements and better compatibility:
