Stalebot config adjustments. (#7936)

* Stalebot config adjustments.

- Different wordings for PRs and issues.
- Extend stale timeout for issues.
- Exempt "Proposal" label.
- Exempt issues in projects and issues with assignees.

* Fix copy/paste error.
