In DeterminePartitonsJob -
config.get("mapred.job.tracker").equals("local") throws NPE as the
property name is changed in hadoop 3.0 to mapreduce.jobtracker.address
This patch extracts the logic to fetch jobTrackerAddress in JobHelper
and reuses it when needed.
