Add support for selective loading of lookups in the task layer (#16328) ...

Changes:
- Add `LookupLoadingSpec` to support 3 modes of lookup loading: ALL, NONE, ONLY_REQUIRED
- Add method `Task.getLookupLoadingSpec()`
- Do not load any lookups for `KillUnusedSegmentsTask`
