HADOOP-18746. Install Python 3 for Windows 10 docker image (#5679) 

* This PR installs Python 3.10.11 for
  Windows 10 Docker image to fix
  the issue with building mvnsite.
* After installing Python 3.10.11, it
  creates the hardlink python -> python3
  as required by the script.
