HBASE-4721 Retain Delete Markers after Major Compaction

Summary: major compactions *try* to retain delete markers for the configured
time interval

Test Plan:
added a new test testDeleteMarkerLongevity() in TestStoreScanner

following tests passed
TestMemStore
TestStoreScanner
TestQueryMatcher
TestCompaction
