HBASE-18878 Use Optional in return types.

These functions have been changed to return Optional<T> instead of T, where T = old return type.
- ObserverContext#getCaller
- RpcCallContext#getRequestUser
- RpcCallContext#getRequestUserName
- RpcServer#getCurrentCall
- RpcServer#getRequestUser
- RpcServer#getRequestUserName
- RpcServer#getRemoteAddress
- ServerCall#getRequestUser
