HBASE-27340 Artifacts with resolved profiles (#4740) (#4761)
(Forward port from branch-2; simplified by the fact that there
is no hadoop-2.0 profile on master branch)

    Make it so our published poms carry the minimum needed to run
    an hbase; the published pom has no profiles -- the profiles
    specified at build time are resolved, their dependencies inlined,
    and then they are stripped -- and no build-time, or plugins
    dependencies or properties, etc. Resultant poms have explicit
    hadoop lib versions baked in -- no more being able to choose
    hbase with hadoop2 or haddop3 at downstream build time by setting
    a '-Dhadoop.profile=X.0'.

    Pattern is to add profiles when none in sub-modules when
    the flatten plugin complains it can't resolve an hadoop
    dependency's 'version' (e.g. hadoop-common, hadoop-hdfs).
    Adding the profile in the sub-module make it so the flatten
    plugin can figure 'hadoop.version' definitively.
    (In master there is only the hadoop-3.0 profile).

    Another spin on the above happens when profiles already exist
    in submodule but the flatten plugin is complaining it can't
    figure figure version on an hadoop dependency NOT under
    profiles. Below, we move the delinquent hadoop dependency under
    existing profiles (minikdc was the usual dependency outside
    profiles in sub-modules that flatten complained about).

    Sometimes, moving an hadoop dependency under a profile, there
    would be excludes on the local dependency. If the parent pom
    excludes section was missing the local excludes, we added them
    up to the parent module so all excluding is done up there in
    the parent profile dependencyManagement section.

HBASE-25896 Implement a Region Visualization on Master WebUI (#4228)
This is a demonstration of visualization of regions on the cluster. The visualization is a stacked
bar chart showing total storefile size per table per region server, with the x-axis being server
names, the y-axis being storfile size, and the bars stacked per table. The visualization is
generated entirely on the fly from within the browser, implemented using Vega Lite. So far, Vega
appears to handle rendering this visualization for a cluster of over 700 region servers with
approximately 300,000 regions.

Per [0], include an update to the top-level LICENSE.txt. Also update LICENSE files in all binary
distributions (i.e., jars), by way of LICENSE.vm. Vega uses a BSD 3-clause variant without
advertising clause, and as such is a "Category A" license, per [1].

No changes are made to the NOTICE files, as per the existing example of bundling the minified
JQuery, which is also a Category A license.

stack 089a639724 HBASE-22052 pom cleaning; filter out jersey-core in hadoop2 to match hadoop3 and remove redunant version specifications
This is a reapply of a reverted commit. This commit includes
HBASE-22059 amendment and subsequent ammendments to HBASE-22052.
See HBASE-22052 for full story.

jersey-core is problematic. It was transitively included from hadoop
and polluting our CLASSPATH with an implementation of a 1.x version
of the javax.ws.rs.core.Response Interface from jsr311-api when we
want the javax.ws.rs-api 2.x version.

     Remove redundant version specification (and the odd property define

     Exclude jersey-core explicitly.

     Remove redundant version and classifier.

    M pom.xml
     Add jersey-core exclusions to all dependencies that pull it in
     except hadoop-minicluster. mr tests fail w/o the jersey-core
     so let it in for minicluster and then in modules, exclude it
     where it causes damage as in hbase-it.

Josh Elser 8b66dea2ff HBASE-21281 Upgrade bouncycastle to latest
BC 1.47 introduced some incompatible API changes which came in via
a new Maven artifact. We don't use any changed API in HBase. This
also removes some unnecessary dependencies on bcprov in other
modules (presumably, they are vestiges)

* rely on git plumbing commands when checking if we've built the site for a particular commit already
* switch to forcing '-e' for bash
* add command line switches for: path to hbase, working directory, and publishing
* only export JAVA/MAVEN HOME if they aren't already set.
* add some docs about assumptions
* Update javadoc plugin to consistently be version 3.0.0
* avoid duplicative site invocations on reactor modules
* update use of cp command so it works both on linux and mac
* manually skip enforcer plugin during build
* still doing install of all jars due to MJAVADOC-490, but then skip rebuilding during aggregate reports.
* avoid the pager on git-diff by teeing to a log file, which also helps later reviewing in the case of big changesets.

Changes:
- replaced commons-logging to slf4j everywhere
- log.XXX(Throwable) calls were replaced with log.XXX(t.toString(), t)
- log.XXX(Object) calls were replaced with log.XXX(Objects.toString(obj))
- log.fatal() calls were replaced with log.error(HBaseMarkers.FATAL, ...)
- programmatic log4j configuration was removed from the unit test

This commit does not affect the current logging configurations, because log4j
is still on the classpath. slf4j-log4j12 binds log4j to slf4j.

Josh Elser 4a1c3b4210 HBASE-19267 Remove compiler-plugin mapping executions as it breaks Java8 detection
It seems like the original reason this execution filter was added is no
longer an issue for 2.0. Actually, these entries actually preclude
Eclipse from correctly using the Java8 source/target version that we
have specified (which creates numerous compilation errors in Eclipse)

Apekshit Sharma 71a55dcd64 HBASE-18925 Update mockito dependency from mockito-all:1.10.19 to mockito-core:2.1.0 for JDK8 support.
Last mockito-all release was in Dec'14. Mockito-core has had many releases since then.

From mockito's site:
- "Mockito does not produce the mockito-all artifact anymore ; this one was primarily
aimed at ant users, and contained other dependencies. We felt it was time to move on
and remove such artifacts as they cause problems in dependency management system like
maven or gradle."
- anyX() and any(SomeType.class) matchers now reject nulls and check type.
