We introduced EnvironmentEdgeManager as a way to inject alternate clocks for unit tests. In order for this to be effective, all callers that would otherwise use System.currentTimeMillis() must call EnvironmentEdgeManager.currentTime() instead, except the implementers of EnvironmentEdge.
