* LUCENE-11795: Add FilterDirectory to track write amplification factor

* addressed feedback

* added optional temp output tracking and real time tracking

* addressed more feedback

* more improvements + added CHANGED.txt entry

* format edit to CHANGES.txt

* remove waf factor calculation
