SOLR-14599: Package manager support for cluster level plugins

Usage:
        bin/solr package deploy <packagename> -y -cluster
        bin/solr package deploy <packagename>:<new-version> -y -cluster --update
        bin/solr package undeploy <packagename> -y -cluster
