[SOLR-9444] Fix path usage for cloud backup/restore

- Refactored code using URI.getPath() API to use URI instance
  uniformly.
- During serialization of URI instance, used toASCIIString() API
  to generate the appropriate String representation.
- Updated the unit test to use whitespaces in the backup directory path
