Use ReadAdvice#NORMAL on files that have a forward-only access pattern. (#13450 )

This applies to files where performing readahead could help:
 - Doc values data (`.dvd`)
 - Norms data (`.nvd`)
 - Docs and freqs in postings lists (`.doc`)
 - Points data (`.kdd`)

Other files (KNN vectors, stored fields, term vectors) keep using a `RANDOM`
advice.

Apache Lucene

Apache Lucene is a high-performance, full-featured text search engine library written in Java.

Building

Basic steps:

Install OpenJDK 21.
Clone Lucene's git repository (or download the source distribution).
Run gradle launcher script (gradlew).

We'll assume that you know how to get and set up the JDK - if you don't, then we suggest starting at https://jdk.java.net/ and learning more about Java, before returning to this README.
