MPIR-171: support "TimeZones" as a timezone 

o improved timezone description in the M3 POM model (exactly timezone are between -12 and +14 or a valid timezone id)
o support timezone ids in the teamListReport
o added joda (ASF2.0) as dependency in MPIR
o updated faq
