Michael Osipov 0cf64817f9 [MNG-6386] ${project.baseUri} is not a valid URI (according to RFC 3986)

File#toURI()#toString() produces a non-compliant URI making tools like
Subversion or Git to choke on those URIs. Whereas Path#toUri()#toASCIIString()
does the right job.

o i believe the settings were initially setup wrong and the content for the *.pom files have window line endings, a normal checkout for someone on unix yields a massive number of line ending changes. this change prevents that, but happy if we want to realign the content to be normalized with unix line endings and have git do the auto conversion

Maven Core Integration Tests

If you want to run the integration tests against a custom build of Maven use the following command:

mvn clean install -Prun-its -Dmaven.repo.local=`pwd`/repo -DmavenDistro=/path/to/apache-maven-dist.zip

or if behind a proxy

mvn clean install -Prun-its -Dmaven.repo.local=`pwd`/repo -DmavenDistro=/path/to/apache-maven-dist.zip -Dproxy.active=true -Dproxy.type=http -Dproxy.host=... -Dproxy.port=... -Dproxy.user=... -Dproxy.pass=...
