Tamas Cservenak 46807790f6 [MNG-7791] Split validation issues by "locality" aspect (#1122) ...

Changes:
* introduce "internal" (to project) and "external" aspect
* make "inline" default as it was in 3.9.0 and 3.9.1
* remove "default" report level
* summary and verbose reports "internal only" or ALL issues
