Jason van Zyl 53acb4a064 o adding plugin artifact generation to mboot which will allow plugin

doco generation and plugin descriptor generation in the bootstrap.
  these tools can be used as a maven plugin but i don't want to
  have to do anything by hand for bootstrap. this will also allow
  rapid refactoring of the plugin mechanism because the @tags won't
  have to change in the plugins very often but we can generate
  a different format by changing the generator.

How to use mboot
----------------

o ./build
o cd target
o export MBOOT_HOME=<whatever>; export PATH=$PATH:$MBOOT_HOME (optional)
o ./mboot-install.sh
o mboot

mboot will build Maven projects that are relatively simple. It will build
a JAR and package any resources into the JAR. Good enough for Maven itself
and the plugins but appears to be useful for other things.
