When shutting down FlowController, wait up to gracefulShutdownSeconds seconds for the components to stop before shutting down thread pools. This allows for asynchronous operations such as disableControllerServicesAsync to complete during shutdown. Updated StandardStatelessFlow so that on shutdown it catches more general Exception to ensure that shutdown succeeds
Ensure that Max Concurrent Tasks cannot be set less than 1 for stateless group; fixed typo in ProcessGroupDTO's docs; on shutdown, we may need to disable controller services asynchronously. At that point, the thread pool used to do so may already be shutdown. If so, catch this and create a new single-thread pool, disable the service, and immediately shutdown the pool. Also, if we fail to disable services on shutdown of a stateless flow, instead of throwing an Exception, just log it and move on - it doesn't make much sense for shutdown() to throw an Exception in that case.
Updated system tests so that when emptying a queue, we check the result and if the queue still has data (because a Processor hasn't acknowledged the data, for example) then continue issuing request until the queue fully becomes empty.
When shutting down input/output ports for stateless group, ensure that we wait for the ports' active threads to complete before returning
When stopping StatelessGroupNode, ensure that all the Processors, Controller Services (even those not executed by the Stateless Engine) are stopped/disabled before considering the Stateless Group to be fully STOPPED.

- Ensure that components are notified that primary node has changed in a background thread instead of the Leader Election thread and activate/deactivate the thread in the case of Processors so that they can be viewed in the UI and terminated
- Fixed system tests that would fail intermittently because they did not wait for node disconnection to complete and did not properly switch the client to look at the connected node before checking cluster status

NIFI-9382: Fixed issue with SharedInstanceClassLoader where the classloader may get closed but then get used again. When the SharedInstanceClassLoader is closed, we will now ensure that we don't use anymore and instead create a new one.

- Refactored stateless to use this when creating a dataflow so that Parameter Provider implementations can be externalized into NARs. Also updated ExtensionDiscoveringManager such that callers are able to provide a new type of class to be discovered (e.g., ParameterProvider) so that the extensions will be automatically discovered
- Put specific command-line overrides as highest precedence for parameter overrides
- Make ParameterOverrideProvider valid by allowing for dynamically added parameters
- Fixed bug in validation logic, added new system tests to verify proper handling of Required and Optional properties
- Addressed review feedback and fixed some bugs. Also added system test to verify Parameter Providers are working as expected

- Updated Mock Framework to now fail tests that use ProcessSession.commit() unless they first call TestRunner.setAllowSynchronousSessionCommits(true)

- Fixed bug that caused stateless to not properly handle Additional Classpath URLs and bug that caused warnings about validation to get generated when a flow that used controller services was initialized. NIFI-8206: Added a ResourceType of TEXT. This requires that the ResourceReferenceFactory know which types are allowed in order to create the ResourceReference. PropertyValue needs to then have the PropertyDescriptor available to it. This resulted in highlighting many bugs in unit tests where components were not exposing property descriptors via getSupportedPropertyDescriptors() or were evaluating Expression Language using the wrong scope, so fixed many unit tests/components to properly declare Expression Language scope when using it
NIFI-8206: Removed problematic unit test that required directory names with special characters that are not allowed on some operating systems

Instead, it will look at the ServiceLoader file and read the names of the classes but avoid instantiating all of the objects or loading the classes into memory.
- Updated Doc Generation so that if the documentation for a given NAR already exists, it doesn't delete it and re-generate it. This was necessary because we are no longer instantiating an instance of each component and instead lazily creating the components as necessary.
- Removed stateless version of extension registry because it's no longer necessary
