DEV: Fix another flaky spec 

The error was:

```
  1) ExtraLocalesController.client_overrides_exist? returns true if there are client-side translation overrides
     Failure/Error: expect(ExtraLocalesController.client_overrides_exist?).to eq(false)

       expected: false

       (compared using ==)
