DEV: Allow ember hash as a context in applyValueTransformer (#29922)

This unlocks the ability to use that function directly in templates:

```hbs
{{applyValueTransformer
  "foo-bar"
  @defaultValue
  (hash arg1=@arg1 arg2=@arg2)
}}
```
