DEV: Update bundler `licensed` config (#19607)

1. Add `cgi` (ruby terms)
2. Move `strscan`, ~~`ruby2_keywords`, and `openssl`~~ to "reviewed" section (update: two of those are postponed, need to debug stuff in our docker image)
3. Sort
