FIX: mobile modal tweaks (#27073)
- removes `will-change: auto;` which is a performance hack which should be avoided and is probably causing more harm than good here
- lowers swipe velocity to 0.4 to ensure the modal can be dismissed with the thumb
- uses JS CSS animate API to animate the backdrop opacity
- uses the height of the modal container to have more precise values when computing backdrop opacity
- animate the modal container instead of the wrapper
- removes a useless template-lint-disable directive
- simplify the closing animation
- various small code tweaks to limit indirection

UX: shows the bookmark menu improvements
This commit adds a new option `@modalForMobile` for `<DMenu />` which allows to display a `<DModal />` when expanding a menu on mobile.

This commit also adds a `@views` options to toasts which is an array accepting `['mobile',  'desktop']` and will control if the toast is show on desktop and/or mobile.

Finally this commit allows to hide the progressBar even if the toast is set to `@autoClose=true`. This is controlled through the `@showProgressBar` option.

UX: improves modal on mobile (#26055)
This commit mainly improves three things:
- slide up/down animation of the modals on mobile, also allowing swipe down to close the modal
- body scroll locked modals, it means that only the body of the modal can scroll
- a new `<:headerPrimaryAction>` block for `d-modal` which when present will move the cancel button to the left of the modal title, and this primary action to the right of the title

UX: Make input sizing consistent across all browsers (#26159)
Previously we had an iOS-specific sizing rule which would increase inputs to `1.07em`, which would bring them over the 16px 'zoom on focus' threshold in some (but technically, not all) situations.

This commit does two things:

1. Updates the sizing rule from `1.07em` to `max(1em, 16px)`. Essentially: use the cascaded font size, unless it is smaller than 16px

2. Applies that sizing rule on all platforms. This will make Discourse design/theming more consistent across different devices

It also removes some associated CSS rules which no longer make sense.

DEV: Convert header to glimmer (#25214)
Here is a breakdown of the changes that will be implemented in this PR.

# Widgets -> Glimmer

Obviously, the intention of the todo here is to convert the header from widgets to glimmer. This PR splits the respective widgets as so:

There are additional components rendered within the `glimmer-header/*` components, but I will leave those out for now. From this view you can see that we split apart the logic of `widgets/header.js` into 10+ components. Breaking apart these mega files has many benefits (readability, etc).

# Services

I have introduced a [header](cdb42caa04/app/assets/javascripts/discourse/app/services/header.js) service. This simplifies how we pass around data in the header, as well as fixes a bug we have with "swiping" menu panels.


# Modifiers
Added a [close-on-click-outside](cdb42caa04/app/assets/javascripts/discourse/app/modifiers/close-on-click-outside.js) modifier that is built upon the [close-on-click-outside modifier](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/float-kit/addon/modifiers/close-on-click-outside.js) that @jjaffeux built for float-kit. I think we could replace float-kit's implementation with mine and have it in a centralized location as they are extremely similar.

# Tests
Rewrote the existing header tests ([1](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/tests/integration/components/widgets/header-test.js), [2](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/tests/integration/components/site-header-test.js)) as system tests. 

# Other
- Converted `widgets/user-status-bubble.js` to a gjs component
- Converted `widgets/sidebar-toggle.js` to a gjs component
- Converted `topicFeaturedLinkNode()` to a gjs component
- Deprecated the [docking mixin](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/app/mixins/docking.js)

UX: refactor .d-modal to use BEM and improve styling (#23967)
This PR refactors the following:
* leaving all the CSS applied to the old `modal-body` classes in their respective files
* made  new clean styling for `.d-modal` and refactored the template to use the new BEM classes
  * `inner-`, `middle-`, `outer-` container classes are gone and replaced with simplified `wrapper` and `container` classes  
  * use standardised max-sizes with modifiers `-large` and `-max`
  * lighter backdrop,
  * min-width to prevent puny modals
  * other styling changes regarding padding, close button,…
* pulled out all modal overrides into a general `modal-overrides` file + cleanup of outdated CSS
* pulled out login and create account modal styling into their own file, cause it's such a big override 
* removed old general login.scss file for mobile & desktop
* only kept some remainders I don't want to touch in `app/assets/stylesheets/common/base/login.scss`

## Tooltips
### Component

Simple cases can be express with an API similar to DButton:

### Service

You can manually show a tooltip using the `tooltip` service:

// and later manual close or destroy it
tooltipInstance.close();
tooltipInstance.destroy();

// you can also just close any open tooltip through the service
this.tooltip.close();
```

The service also allows you to register event listeners on a trigger, it removes the need for you to manage open/close of a tooltip started through the service:

This PR introduces three new UI elements to Discourse codebase through an addon called "FloatKit":

- menu
- tooltip
- toast

Simple cases can be express with an API similar to DButton:

More complex cases can use blocks:

You can manually show a tooltip using the `tooltip` service:

This PR updates how we display related and suggested topics on mobile and desktop. It adds a new `PluginOutlet` specifically designed for adding new topic lists, which automatically work if following the same conventions as the ones inside `<MoreTopics />`.

While we display lists side by side on desktop, we only display one in mobile. You can switch to another one by clicking on the nav pills, and we'll automatically save your preference for next time.

PERF: Paginate loading of tags in edit nav menu tags modal (#22380)
What is the problem?

Before this change, we were relying on the  `/tags` endpoint which 
returned all the tags that are visible to a give user on the site leading to potential performance problems. 
The attribute keys of the response also changes based on the `tags_listed_by_group` site setting. 

What is the fix?

This commit fixes the problems listed above by creating a dedicate `#list` action in the
`TagsController` to handle the listing of the tags in the edit
navigation menu tags modal. This is because the `TagsController#index`
action was created specifically for the `/tags` route and the response
body does not really map well to what we need. The `TagsController#list`
action added here is also much safer since the response is paginated and
we avoid loading a whole bunch of tags upfront.

What does this change do?

This change adds a dropdown filter that allows a user to filter by
selected or unselected categories/tags in the edit navigation menu
modal.

For the categories modal, parent categories that do not match the
dropdown filter will be displayed as disabled since those parent
categories need to be displayed to maintain the hieracy of the child
child categories.

* FEATURE: Content custom summarization strategies.

This PR establishes a pattern for plugins to register alternative ways of summarizing content by extending a class that defines an interface.

Core controls which strategy we'll use and who has access to it through the `summarization_strategy` and `custom_summarization_allowed_groups`. It also defines the UI for summarizing topics.

Other plugins can access this summarization mechanism and implement their features, removing cross-plugin customizations, as it currently happens between chat and the discourse-ai plugin.

* Group membership validation and rate limiting

* Work with objects instead of classes

* Port summarization feature from discourse-ai to chat

* Rename available summaries to 'Top Replies' and 'Summary'

UX: Allow users to filter categories in edit sidebar categories modal (#21996)
What does this change do?

This change is a continuation of
2191b879c6 and adds an input filter to the
edit sidebar categories modal which the user can use to filter through
the list of categories by the category's name.

Note that if a child category is being shown, all of its ancestors will
be shown even if the names of the ancestors do not match the given
filter. This is to ensure that we continue to display the hierarchy of a
child category even if the parent category does not match the filter.
