Previous to this change our anonymous rate limits acted as a throttle.
New implementation means we now also consider rate limited requests towards
the limit.
This means that if an anonymous user is hammering the server it will not be
able to get any requests through until it subsides with traffic.
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains.
We no longer need to use Rails "require_dependency" anywhere and instead can just use standard
Ruby patterns to require files.
This is a far reaching change and we expect some followups here.
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
If a particular path is being hit extremely hard by logged on users,
revert to anonymous cached view.
This will only come into effect if 3 requests queue for longer than 2 seconds
on a *single* path.
This can happen if a URL is shared with the entire forum base and everyone
is logged on
This means then when a service is load balanced and you reach rate limits
there was a case where they counting was way off
also remove the stub from clock_gettime cause we need to be super careful with
it, so we should probably just stub by hand when needed
