Robin Ward af931f0444 Reverting the Sanitizer commit in case we have to do something urgent 
before we deploy it early next week. It's in the branch `sanitizer` for
now.

This reverts commit 9e93d8ed52.

Régis Hanol 5ce05ff5cb adds the `max_attachment_size_kb` setting 
so that we can specify a different max upload size for attachments and images.
