FIX: sync reviewable count when opening the hamburger menu (#10368)
When a tab is open but left unattended for a while, the red, green, and blue
pills tend to go out of sync.

So whevener we open the notifications menu, we sync up the notification count
(eg. blue and green pills) with the server.

However, the reviewable count (eg. the red pill) is not a notification and
is located in the hamburger menu. This commit adds a new route on the server
side to retrieve the reviewable count for the current user and a ping
(refreshReviewableCount) from the client side to sync the reviewable count
whenever they open the hamburger menu.

REFACTOR: I also refactored the hamburger-menu widget code to prevent repetitive uses
of "this.".

PERF: I improved the performance of the 'notify_reviewable' job by doing only 1 query
to the database to retrieve all the pending reviewables and then tallying based on the
various rights.

DEV: Correctly render data- attributes in widget hbs templates (#10376)
In virtualdom, element 'properties' are not completely synonymous with element 'attributes'. In particular, `data-` properties will not be rendered as attributes. To ensure all attributes are passed through, we need to include them under an `attributes` key. Robin Ward 2a4a2a2ab7 FIX: More 404 image requests in test
A few tests were removed that were testing a subforum for the logo,
which I don't think gain us much anymore. We use `getURL` everywhere and
needn't test it so much. Plus, over time it's always good to remove
a few tests here and there :)

FIX: Do not rerender widget-dropdown on all clicks (#10100)
Because of how the dropdown was structured, as long it was in the DOM, all clicks outside the widget would rerender it.

This commit introduces `widget-dropdown-body` that handles the `clickOutside` callback and is rendered conditionally, so it won't get called when the dropdown is closed.

* FEATURE: Don't display muted/ignored users under "who liked"

Previously, if you clicked on the heart icon below a post
it would show you the avatar for a user even if you ignored or muted
them.

This commit will instead display a (?) icon. The count of likes will
remain correct, but you needn't be reminded of the person you
preferred not to see.

* Use a circle instead of (?) for unknown user

FEATURE: Promote bookmarks with reminders to core functionality (#9369)
The main thrust of this PR is to take all the conditional checks based on the `enable_bookmarks_with_reminders` away and only keep the code from the `true` path, making bookmarks with reminders the core bookmarks feature. There is also a migration to create `Bookmark` records out of `PostAction` bookmarks for a site.

### Summary

* Remove logic based on whether enable_bookmarks_with_reminders is true. This site setting is now obsolete, the old bookmark functionality is being removed. Retain the setting and set the value to `true` in a migration.
* Use the code from the rake task to create a database migration that creates bookmarks from post actions.
* Change the bookmark report to read from the new table.
* Get rid of old endpoints for bookmarks
* Link to the new bookmarks list from the user summary page

Kyle Zhao f0f03acb2c FIX: Do not escape `fancy_title` again. (#8095)
`fancy_title` is already escaped by Rails. Escaping it again would print
the HTML entity as-is, e.g. `"` instead of `"`.

This fixes the issue by introducing a new `escapedContent` attribute on
the `QuickAccessItem` widget.

* Extract QuickAccessPanel from UserNotifications.

* FEATURE: Quick access panels in user menu.

This feature adds quick access panels for bookmarks and personal
messages. It allows uses to browse recent items directly in the user
menu, without being redirected to the full pages.

* REFACTOR: Use QuickAccessItem for messages.

Reusing `DefaultNotificationItem` feels nice but it actually requires a
lot of extra work that is not needed for a quick access item.

Also, `DefaultNotificationItem` shows an incorrect tooptip ("unread
private message"), and it is not trivial to remove / override that.

* Use a plain JS object instead.

An Ember object was required when `DefaultNotificationItem` was used.

* Prefix instead suffix `_` for private helpers.

* Set to null instead of deleting object keys.

* Change trivial try/catch to one-liners.

* Return the promise in case needs to be waited on.

* Refactor showAll to a link with href

* Store `emptyStatePlaceholderItemText` in state.

We can drop `staleItems` (and `findStaleItems`) altogether. Because
`(old) items === staleItems` when switching back to a quick access
panel.

* Add `limit` parameter to the `user_actions` API.

* Explicitly import Session instead.
