DEV: enable frozen string literal on all files

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

FIX: Do not move hidden post actions. ( #7424 )

Hidden (staff-only) post actions are whisper posts with no content, that
are later transformed by the client into post actions (discourse-assign
uses this).

This updates tests to use latest rails 5 practice
and updates ALL dependencies that could be updated
Performance testing shows that performance has not regressed
if anything it is marginally faster now.

[patch] When a post is split out to be a new topic

the topic's last_post_user_id is set to the user who split out
the post. But, this should really be the user_id of the last post
of the split out posts.
