Per Google, sites are encouraged to upgrade from Universal Analytics v3 `analytics.js` to v4 `gtag.js` for Google Analytics tracking. We're giving admins the option to stay on the v3 API or migrate to v4. Admins can change the implementation they're using via the `ga_version` site setting. Eventually Google will deprecate v3, but our implementation gives admins the choice on what to use for now.
We chose this implementation to make the change less error prone, as many site admins are using custom events via the v3 UA API. With the site stetting defaulted to `v3_analytics`, site analytics won't break until the admin is ready to make the migration.
Additionally, in the v4 implementation, we do not enable automatic pageview tracking (on by default in the v4 API). Instead we rely on Discourse's page change API to report pageviews on transition to avoid double-tracking.
This is where they should be as far as ember is concerned. Note this is
a huge commit and we should be really careful everything continues to
work properly.
This is a temporary fix since fonts may be cached without CORS
A larger scale change needed.
Our long term solution here is to have the SCSS compilation pipeline take
care of this by introducing some SCSS var that can be consumed in the various
stylesheets.
We do not want to write a file on boot
Syntax highlighting is a CPU-intensive process which we run a lot while rendering posts and while using the composer preview. Moving it to a background worker releases the main thread to the browser, which makes the UX much smoother.

Upgrades Rails to latest, this version has better compatibility
with Ruby 2.7
During the upgrade we needed a new cleaner mechanism for configuring
message bus.
All tests are green.
If anything weird pops up please revert.
We were sharing `Discourse` both as an application object and a
namespace which complicated things for Ember CLI. This patch
moves raw templates into `__DISCOURSE_RAW_TEMPLATES` and adds
a couple helper methods to create/remove them.

* DEV: Support for `import Handlebars from 'handlebars'`;
* FIX: Sprockets was broken when `node_modules` was present
By default the old version of sprockets looks for application.js
anywhere, including in a node_modules folder if this exists
(which it will when we move to Ember CLI.)

This will allow us to eventually use the directory structure to
transpile rather than the extension.

The QUnit rake task starts a server in test mode. We need a tweak to allow dynamic CSP hostnames in test mode. This tweak is already present in development mode.
To allow CSP to work, the browser host/port must match what the server sees. Therefore we need to disable the enforce_hostname middleware in test mode. To keep rspec and production as similar as possible, we skip enforce_hostname using an environment variable.
Also move the qunit rake task to use unicorn, for consistency with development and production.

around failover we need to test.
Holding off on the upgrade till a bit more testing happens
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains.
We no longer need to use Rails "require_dependency" anywhere and instead can just use standard
Ruby patterns to require files.
This is a far reaching change and we expect some followups here.

Sorry about this, we have decided againse supporting 0-RTT directly in
core, this can be supported with similar hacks to this commit in a
plugin.
That said, we recommend against using a 0-RTT proxy for the Discourse
app due to inherit risk of replay attacks.
