FEATURE: Rename 'Discourse SSO' to DiscourseConnect (#11978)
The 'Discourse SSO' protocol is being rebranded to DiscourseConnect. This should help to reduce confusion when 'SSO' is used in the generic sense.

This commit aims to:
- Rename `sso_` site settings. DiscourseConnect specific ones are prefixed `discourse_connect_`. Generic settings are prefixed `auth_`
- Add (server-side-only) backwards compatibility for the old setting names, with deprecation notices
- Copy `site_settings` database records to the new names
- Rename relevant translation keys
- Update relevant translations

This commit does **not** aim to:
- Rename any Ruby classes or methods. This might be done in a future commit
- Change any URLs. This would break existing integrations
- Make any changes to the protocol. This would break existing integrations
- Change any functionality. Further normalization across DiscourseConnect and other auth methods will be done separately

The risks are:
- There is no backwards compatibility for site settings on the client-side. Accessing auth-related site settings in Javascript is fairly rare, and an error on the client side would not be security-critical.
- If a plugin is monkey-patching parts of the auth process, changes to locale keys could cause broken error messages. This should also be unlikely. The old site setting names remain functional, so security-related overrides will remain working.

A follow-up commit will be made with a post-deploy migration to delete the old `site_settings` rows.

FIX: Show error message if user is already silenced or suspended (#10988)
Users could be silenced or suspended by two staff members at the same time and
would not be aware of it. This commit shows an error message if another penalty
has been applied.

Blake Erickson 02833e133c FIX: Suspend API to require `suspend_until` and `reason` params
These fields are required when using the UI and if `suspend_until`
params isn't used the user never is actually suspended so we should
require these fields when suspending a user.

FEATURE: Overhaul of admin API key system (#8284)
- Allow revoking keys without deleting them
- Auto-revoke keys after a period of no use (default 6 months)
- Allow multiple keys per user
- Allow attaching a description to each key, for easier auditing
- Log changes to keys in the staff action log
- Move all key management to one place, and improve the UI

DEV: Remove `suspend` from Admin::UsersController responses (#8206)
`suspend` isn't a User attribute, but was being assigned to the frontend User model as if it was. The model has a computed property that depends on `suspended_till`, so instead of overriding this property, it's better to return relevant attributes.

Krzysztof Kotlarek 427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

Sam Saffron 30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

Robin Ward ba6d4b2a8d FIX: Better handling for toggling `must_approve_users`
If you turn it on now, default all users to approved since they were
previously. Also support approving a user that doesn't have a reviewable
record (it will be created first.)

This also includes a refactor to move class method calls to
`DiscourseEvent` into an initializer. Otherwise the load order of
classes makes a difference in the test environment and some settings
might be triggered and others not, randomly.

Robin Ward c1ea63bdc1 FIX: Reviewables should not be created for users until they are active
Conversely, if a user is deactivated the reviewable should automatically
be rejected.

Before this fix, if a user was not active they'd still show in the
review queue but without an "Approve" button which was confusing.

Robin Ward dbe42068a2 REFACTOR: Move option to return emails into the serializer
This makes more sense than having the guardian take an accessor.
The logic belongs in the Serializer, where the JSON is calculated.

Also removed some of the DRYness in the spec. It's fewer lines
and made it easier to test the option on the serializer.

Sam 5f64fd0a21 DEV: remove exec_sql and replace with mini_sql
Introduce new patterns for direct sql that are safe and fast.

MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API

- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder

A 500 error was actually caused with no response when using the api, so
it wasn't very clear that you need to delete the posts first when using
the api.

Guo Xiang Tan 142571bba0 Remove use of `rescue nil`.
* `rescue nil` is a really bad pattern to use in our code base.
  We should rescue errors that we expect the code to throw and
  not rescue everything because we're unsure of what errors the
  code would throw. This would reduce the amount of pain we face
  when debugging why something isn't working as expexted. I've
  been bitten countless of times by errors being swallowed as a
  result during debugging sessions.
