This can be used to change the list of topic posters. For example,
discourse-solved can use this to move the user who posted the solution
after the original poster.

FEATURE: Let users select flair ( #13587 )

User flair was given by user's primary group. This PR separates the
two, adds a new field to the user model for flair group ID and users
can select their flair from user preferences now.

DEV: Upgrading Discourse to Zeitwerk ( #8098 )

Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains.
We no longer need to use Rails "require_dependency" anywhere and instead can just use standard
Ruby patterns to require files.
This is a far reaching change and we expect some followups here.

PERF: speed up topic poster lookups
...
During profiling looking up topic users popped up as a hot path, this
change more than halved the amount of work it does
It reduces object allocations and method calls and avoids repeate translation
of common terms

DEV: enable frozen string literal on all files

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
