FEATURE: Staff can receive pending user reminders more frequently. (#13422)
* FEATURE: Staff can receive pending user reminders more frequently.

We now express the "pending_users_reminder_delay"  in minutes instead of hours so staff can have finer control over the delay.

We need to keep in mind that the reminders could still take up to 20 minutes, even when using a lower value. We send them from a scheduled job.

* Migrate to a new site setting for the reminders delay

DEV: stop freezing frozen strings
We have the `# frozen_string_literal: true` comment on all our
files. This means all string literals are frozen. There is no need
to call #freeze on any literals.

For files with `# frozen_string_literal: true`

```
puts %w{a b}[0].frozen?
=> true

puts "hi".frozen?
=> true

puts "a #{1} b".frozen?
=> true

puts ("a " + "b").frozen?
=> false

puts (-("a " + "b")).frozen?
=> true
```

Krzysztof Kotlarek 427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

Sam Saffron 30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

Blake Erickson 0a41da6bad FEATURE: Add order logic to admin users controller
Added order and direction parameters for sorting admin user pages. This
commit only includes backend api changes.

Now you can pass in `order` and `asc` parameters to the
`/admin/users/list/<query>.json` endpoint.

Example:

`/admin/users/list/active.json?&order=post_count` which defaults to desc

and

`/admin/users/list/active.json?order=post_count&asc=true`

Sam f0a122a66c move job files so they live underneath app/ and not in lib/
introduce new setting email_always, that will force emails to send to users regardless of presence on site
