DEV: Replace #pluck_first freedom patch with AR #pick in core (#19893)
The #pluck_first freedom patch, first introduced by @danielwaterworth has served us well, and is used widely throughout both core and plugins. It seems to have been a common enough use case that Rails 6 introduced it's own method #pick with the exact same implementation. This allows us to retire the freedom patch and switch over to the built-in ActiveRecord method.

There is no replacement for #pluck_first!, but a quick search shows we are using this in a very limited capacity, and in some cases incorrectly (by assuming a nil return rather than an exception), which can quite easily be replaced with #pick plus some extra handling.

Daniel Waterworth 55a1394342 DEV: pluck_first
Doing .pluck(:column).first is a very common pattern in Discourse and in
most cases, a limit cause isn't being added. Instead of adding a limit
clause to all these callsites, this commit adds two new methods to
ActiveRecord::Relation:

pluck_first, equivalent to limit(1).pluck(*columns).first

and pluck_first! which, like other finder methods, raises an exception
when no record is found

Sam Saffron 30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

Sam Saffron b2dc65f953 FIX: on rebakes should not recreate quoted_posts records
Previously every rebake would remove and recreate records in this table
This caused created_at and updated_at to keep changing

Yes, I know the SQL is somewhat complex, but this makes quote extraction
more efficient cause we do everything in 2 round trips.

This also removes some concurrency protection we should no longer need

Sam 5f64fd0a21 DEV: remove exec_sql and replace with mini_sql
Introduce new patterns for direct sql that are safe and fast.

MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API

- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder

Gerhard Schlager 20b94bc714 FIX: Extraction of quoted posts failed in some cases
* It stored only oneboxed "quotes" when [quote] and links to topics or posts were mixed.
* Revising a post didn't add or remove records from the quoted_posts table.
