Use `bin/rake export:translation_overrides` to export to a file. Then,
copy that file to a new site and run `bin/rake import:file["filename"].

Follow up on zeitwork we needed to be a bit more explicit about a few
dependencies internally.
On certain orders the test suite could fail.

DEV: enable frozen string literal on all files

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

FEATURE: add category suppress from latest
...
In the past we used suppress_from_homepage, it had mixed semantics
it would remove from category list if category list was on home and
unconditionally remove from latest.
New setting explicitly only removes from latest list but leaves the
category list alond
