DEV: enable frozen string literal on all files
...
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

We found the previous triggers less straight forward than just calling
it tutorial.
`start new user` -> `start tutorial`

REFACTOR: Move `queue_jobs` out of `SiteSetting`
...
It is not a setting, and only relevant in specs. The new API is:
```
Jobs.run_later! # jobs will be thrown on the queue
Jobs.run_immediately! # jobs will run right away, avoid the queue
```

Add new `run_jobs_synchronously!` helper for tests
...
Previously if you wanted to have jobs execute in test mode, you'd have
to do `SiteSetting.queue_jobs = false`, because the opposite of queue
is to execute.
I found this very confusing, so I created a test helper called
`run_jobs_synchronously!` which is much more clear about what it does.
