FIX: Simplify sidebar custom link implementation (#26201)
All our link validation, and conversion from url -> route/model/query is expensive and prone to bugs. Instead, if people enter a link, we can just use it as-is.

Originally all this extra logic was added to handle unusual situations like `/safe-mode`, `/my/...`, etc. However, all of these are now handled correctly by our Ember router, so there is no need for it.

Now, we just pass the user-supplied `href` directly to the SectionLink component, and let Ember handle routing to it when clicked.

The only functional change here is that we no longer validate internal links by parsing them with the Ember router. But I'd argue this is fine, because the previous logic would cause both false positives (e.g. `/t/123` would be valid, even if topic 123 doesn't exist), and false negatives (for routes which are server-side only, like the new AI share pages).

FEATURE: Initial admin sidebar navigation (#24789)
This is v0 of admin sidebar navigation, which moves
all of the top-level admin nav from the top of the page
into a sidebar. This is hidden behind a enable_admin_sidebar_navigation
site setting, and is opt-in for now.

This sidebar is dynamically shown whenever the user enters an
admin route in the UI, and is hidden and replaced with either
the:

* Main forum sidebar
* Chat sidebar

Depending on where they navigate to. For now, custom sections
are not supported in the admin sidebar.

This commit removes the experimental admin sidebar generation rake
task but keeps the experimental sidebar UI for now for further
testing; it just uses the real nav as the default now.

DEV: Add new experimental admin UI route and sidebar (#23952)
This commit adds a new admin UI under the route `/admin-revamp`, which is
only accessible if the user is in a group defined by the new `enable_experimental_admin_ui_groups` site setting. It
also adds a special `admin` sidebar panel that is shown instead of the `main`
forum one when the admin is in this area.

We also add an "Admin Revamp" sidebar link to the community section, which
will only appear if the user is in the setting group:

Within this there are subroutes defined like `/admin-revamp/config/:area`,
these areas could contain any UI imaginable, this is just laying down an
initial idea of the structure and how the sidebar will work. Sidebar links are
currently hardcoded.

Some other changes:

* Changed the `main` and `chat` panels sidebar panel keys to use exported const values for reuse
* Allowed custom sidebar sections to hide their headers with the `hideSectionHeader` option
* Add a `groupSettingArray` setting on `this.siteSettings` in JS, which accepts a group site setting name
  and splits it by `|` then converts the items in the array to integers, similar to the `_map` magic for ruby
  group site settings
* Adds a `hidden` option for sidebar panels which prevents them from showing in separated mode and prevents
  the switch button from being shown

FIX: increase sidebar URL limit to 1000 (#23120)
Before this change, sidebar URL had a limit of 200 characters. In some cases it is not enough, therefore it was increased to 1000.

DEV: move sidebar community section to database (#21166)
* DEV: move sidebar community section to database

Before, community section was hard-coded. In the future, we are planning to allow admins to edit it. Therefore, it has to be moved to database to `custom_sections` table.

Few steps and simplifications has to be made:
- custom section was hidden behind `enable_custom_sidebar_sections` feature flag. It has to be deleted so all forums, see community section;
- migration to add `section_type` column to sidebar section to show it is a special type;
- migration to add `segment` column to sidebar links to determine if link should be displayed in primary section or in more section;
- simplify more section to have one level only (secondary section links are merged);
- ensure that links like `everything` are correctly tracking state;
- make user an anonymous links position consistence. For example, from now on `faq` link for user and anonymous is visible in more tab;
- delete old community-section template.

FIX: Drop internal URL validation for paths in sidebar (#20891)
`Rails.application.routes.recognize_path(value)` was not working for /admin paths because StaffConstraint.new requires user to check permission.

This validation is not bringing much value, and the easiest way is to drop it. In the worse case scenario, a user will have an incorrect link in their sidebar.

FIX: display validation under custom sidebar fields (#20772)
Before, incorrectly filled fields were marked with red border. Now, additional information under the field is displayed to notify the user what is incorrect.

FIX: my links in sidebar section (#20754)
Links like `/my/preferences` were invalid in custom section. The reason is that `/my` links are just redirects from backend, and they are not recognized as valid Ember paths.

DEV: configurable custom sidebar sections (#20057)
Allows users to configure their own custom sidebar sections with links withing Discourse instance. Links can be passed as relative path, for example "/tags" or full URL.

Only path is saved in DB, so when Discourse domain is changed, links will be still valid.

Feature is hidden behind SiteSetting.enable_custom_sidebar_sections. This hidden setting determines the group which members have access to this new feature.
