The impersonate any user by anonymous feature in dev should require a
deliberate opt-in. This way developers are better aware of the security
implications of this development only feature.
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

`Upload#url` is more likely and can change from time to time. When it
