Moving <module>jetty-aggregate</module> to profile 'aggregates'.

This is being done to allow reporting plugins to avoid duplicating
all of the aggregated classes for javadoc, xref, pmd, findbugs, and
even cobertura.
This new 'aggregates' profile is active by default.
