Support Apache Commons Daemon methods in XmlConfiguration (#5199)

* Support Apache Commons Daemon methods in XmlConfiguration so it can substitute for start.Main after a --dry-run

* + added --dry-run=parts to printout partial dry run
+ added --no-exec
