+ Renamed TestableJettyServer to XmlBasedJettyServer to avoid
it being picked up as a Test class (due it starting with the
name "Test")
+ Renamed .addConfiguration() to .addXmlConfiguration() to
reflect true nature, and also to avoid naming confusion
with new Configuration infrastructure in Jetty.

Fixes#2978 - Add module-info to relevant Jetty modules.
Added module-info.java for Jetty modules that are not test modules.
Moved jetty-http test utility classes to new module "jetty-http-tools".
Removed generation of test-jar from websocket-core.

- Speculative fix to ensure that the users of the jetty-distribution
do not require the test artifacts to utilize the tarball / zip files
- Also disabled the snapshot repository as it causes false success
- Adding now unreferenced dependency
