Jetty-8 will modify this ordering based on web-fragment ordering. The list of jars is passed around as a context attribute. The inclusion patterns are specified as context attributes. The ContextDeployer and WebAppDeployer can be configured with context attributes (such as the default inclusion patterns) that are set on every context they deploy.
