HHH-6974 Addition of NaturalIdRegion SPI

Adds NaturalIdRegion to RegionFactory
Adds creation of NaturalIdRegions to SessionFactoryImpl setup
Basic copy of collection cache region behavior for first pass at naturalId region support in ehcache
