MS: Adjust `_network_option()` parameter order, `$network_id` is first.
This better aligns with expectations and matches the structure used by `_blog_option()`. The `_site_option()` functions remain as an appropriate method for working with the current network. See #28290. Built from https://develop.svn.wordpress.org/trunk@35024 git-svn-id: http://core.svn.wordpress.org/trunk@34989 1a063a9b-81f0-0310-95a4-ce76da25c4cd
