REST API: Use `get_gmt_from_date()` when preparing a draft post for response.
This prevents wrong dates when dealing with DST, see [40115] and [40284]. Props nerrad. Fixes #40136. Built from https://develop.svn.wordpress.org/trunk@40324 git-svn-id: http://core.svn.wordpress.org/trunk@40231 1a063a9b-81f0-0310-95a4-ce76da25c4cd
