`wp_dashboard_cached_rss_widget()` contained some `func_get_args()` code that was indescribably weird.
This keeps it weird, but makes sure that `$check_urls` gets passed to the callback. Props michalzuber, ocean90. Fixes #28872. Built from https://develop.svn.wordpress.org/trunk@29442 git-svn-id: http://core.svn.wordpress.org/trunk@29220 1a063a9b-81f0-0310-95a4-ce76da25c4cd
