Add missing doc blocks to `post.php`.
Clarify some existing values for `@param` and `@return`. Some functions do not need to set a variable before immediately returning it. See #32444. Built from https://develop.svn.wordpress.org/trunk@32619 git-svn-id: http://core.svn.wordpress.org/trunk@32589 1a063a9b-81f0-0310-95a4-ce76da25c4cd
