Site Health: Remove `esc_url()` used on "Debugging in WordPress" article URL in `WP_Fatal_Error_Handler::display_default_error_template()`.
The function may not be available in some contexts, for example if a fatal error happens in `advanced-cache.php` drop-in. Props rob006. Fixes #49709. Built from https://develop.svn.wordpress.org/trunk@47515 git-svn-id: http://core.svn.wordpress.org/trunk@47290 1a063a9b-81f0-0310-95a4-ce76da25c4cd
