Add `get_avatar_url()`, for retrieving just the URL of an avatar, rather than the entire `<img>` tag that `get_avatar()` produces.
Unlike `get_avatar()`, `get_avatar_url()` is not pluggable. It can be extended/or modified through the new filters included. Fixes #21195.
