HTTP: Add some new Cookie helper functions:

* `wp_remote_retrieve_cookies( $response )`
* `wp_remote_retrieve_cookie( $response, $name )`
* `wp_remote_retrieve_cookie_value( $response, $name )`

Adds unit tests.
